To give back to the local community, fulfill University Social Responsibility (USR), and advance the United Nations Sustainable Development Goals (SDGs), National Chengchi University (NCCU) collaborated with nearby institutions—China University of Technology, Shih Hsin University, Tungnan University, National Taiwan College of Performing Arts, Jinwen University of Science and Technology, Huafan University, and Taiwan Police College—to host the 【2021 Annual Joint USR Achievement Exhibition】 on October 28–29 at the NCCU Administration Building. During the event, the universities officially signed the agreement to form the 【Wenshan USR Alliance】.

In addition to NCCU President Kuo Ming-Cheng, the signing ceremony was attended by several distinguished guests, including China University of Technology President Tang Yen-Po; Shih Hsin University President Wu Yung-Chien, Vice Presidents Yang Sheng-Yu and Lee Kung-Chin; Tungnan University President Lee Ching-Yin; NTCPA President Liu Chin-Li; JUST President Yu Di; Huafan University Dean of Academic Affairs Chien Chiang-Ju; and Taiwan Police College President Chung Kuo-Wen. Their presence underscored the importance of the alliance. President Kuo noted, “We are firmly grounded in our local community and strive to build friendships with our neighbors.” He drew a humorous comparison to the eight immortals of Zhinan Temple atop the nearby mountain, likening the eight participating institutions to the 【“Eight Immortals at the foot of the mountain”】, bringing knowledge and nurturing talent with renewed vigor to protect and serve the land.

The alliance plans to pursue comprehensive collaboration through workshops that share USR case studies, integrating each university’s expertise and regional resources. Member schools will align their social responsibility goals and propose practical solutions, promoting cross-institutional cooperation in USR and regional revitalization. The alliance also aims to engage externally, combining 【Corporate Social Responsibility (CSR)】 with enterprise partners of member schools to develop local communities. Drawing from the social enterprise model, the alliance will propose issue-based solutions to promote regional development, talent cultivation, and employment. On a global scale, member schools will participate in international forums and joint presentations to enhance international visibility and impact.


At the exhibition that marked the beginning of this partnership, each university set up booths with posters and brochures to introduce their project progress to faculty, staff, and students. NCCU is currently implementing several key projects, including training talent for chronic disease tech care, digital marketing education for new residents, revitalizing Fuxing Township in Changhua, community co-benefit programs in Ankeng, the 【“50+1 Social Enterprise”】 (50 consumers supporting 1 farmer), and other projects related to satoyama landscapes, tea culture, and Indigenous community revitalization—addressing over half of the SDGs and fulfilling public expectations.
Other schools also showcased impressive USR achievements. China University of Technology, located in Wanfang Business District, aims to revitalize local industry and develop smart cities through public surveys and the creation of a smart life circle app. Shih Hsin University leverages its strengths in media and communications to bring digital technology to campuses, communities, and aging rural areas, including projects like “Wandering in Wenshan” that documents seniors' life stories, “Sanxing: Four Seasons of Leisure Living” for agricultural marketing in Yilan, and “Joy of Blood” to promote knowledge on blood and healthcare. NTCPA enhances the cultural aesthetics of Wenshan through performances and arts education. JUST contributes to Xinwu industry and community vitality and promotes tourism in Aodi. Taiwan Police College, with its well-rounded training, has helped organize sports events for people with disabilities and regularly teaches judo to local children. Huafan University and Tungnan University focus on educational outreach and eco-tourism in Shiding and Pingxi, respectively, as part of their commitment to regional development.

This exhibition marks only a phase in the broader progress of each school’s USR initiatives. The alliance looks forward to ongoing collaboration and becoming a model of mutual growth and shared prosperity—bringing greater value to the Wenshan region and embodying the spirit of “giving back to the community.”
